  1. Background
    ASEAN Working Group on CITES and Wildlife Enforcement (AWG-CITES AND WE): ASEAN, as a region with Mega-Biodiversity,
    has made the issue of wildlife enforcement to combat wildlife trafficking an important agenda item. Wildlife enforcement
    dialogue in ASEAN started in 2006 when the ASEAN Wildlife Enforcement Network (ASEAN-WEN) was formally established
    as part of the ASEAN Cooperation in Forestry under the ASEAN Senior Officials on Forestry (ASOF). Since 2017, to enhance
    the effectiveness of regional cooperation, wildlife issues have been addressed by the ASEAN Working Group on CITES and
    Wildlife Enforcement (AWG CITES and WE).
    At the 20th Meeting of the AWG CITES and WE held on 31 July 2025 in Hanoi, Viet Nam (hybrid format), AMS reviewed
    progress under the ASEAN Plan of Action (PoA) on CITES and Wildlife Enforcement 2021–2025 and agreed to develop a new
    PoA for the period 2026–2030 to ensure continued regional coordination and strengthened responses to illegal wildlife trade.
    To support this process, the first ASEAN Technical Meeting on Developing the Plan of Action for ASEAN Cooperation on CITES
    and Wildlife Enforcement (2026–2030) will be convened in Bangkok, Thailand and via video conference. The meeting will bring
    together representatives from ASEAN Member States, the ASEAN Secretariat, and relevant partners. The meeting aims to
    review, discuss, and agree on revisions to the Draft Plan of Action (2026–2030) and to move toward its endorsement through
    the AWG CITES and WE mechanism.
  2. Objective of the Assignment
    The objective of this assignment is to facilitate an interactive and structured one-day hybrid technical meeting that enables
    ASEAN Member States to effectively review, discuss, and reach agreement on revisions to the Draft ASEAN Plan of Action on
    CITES and Wildlife Enforcement (2026–2030).
  3. Scope of Work
    Under the overall guidance of the ASEAN Secretariat and the Chair of the AWG CITES and WE, the facilitator will undertake the
    following tasks:
    3.1 Pre-Meeting Preparation
  • Review relevant background documents including:
    o Draft ASEAN Plan of Action on CITES and Wildlife Enforcement (2026–2030) with comments from the
    ASEAN member states
    o Previous ASEAN PoA (2021–2025)
    o AEG-Strategic Plan 2026-2030
    o Food, Agriculture and Forestry Sectoral Plan 2026–2030 (FAF-SP 2026–2030)
    o Meeting concept note and draft agenda.
  • Coordinate with the DNP to refine the meeting agenda and facilitation approach.
  • Design interactive facilitation methods suitable for a hybrid meeting, such as:
    o Structured plenary discussions
    o Breakout group discussions
    o Moderated technical review sessions
  • Prepare facilitation materials, guiding questions, and discussion frameworks to support the review of the draft PoA.
    3.2 Facilitation of the Meeting
  • Facilitate the one-day hybrid technical meeting to ensure active engagement from both in-person and virtual
    participants.
  • Guide discussions in a neutral and structured manner, pending time allowance facilitate group discussion, ensuring
    equal participation among ASEAN Member States to review specific sections or strategic components of the Draft
    PoA.
  • Manage time effectively to ensure all agenda items are covered.
  • Synthesize key discussion points and emerging consensus during meeting.
    3.3 Post-Meeting Support
  • Provide a summary of key discussion outcomes, including:
    o Agreed revisions to the Draft PoA resulting draft PoA with activities aligned with the Strategic Thrusts, Action
    Programmes, and, if possible, related activities under the Food, Agriculture and Forestry Sectoral Plan 2026–
    2030 (FAF-SP 2026–2030).
    o Key recommendations from the meeting

    The facilitator is expected to deliver:
  2. Facilitation plan and proposed engagement methods for the hybrid meeting (prior to the meeting).
  3. Facilitation of the one-day ASEAN Technical Meeting, including breakout group sessions.
  4. Summary of key outcomes and discussion highlights, including agreed changes to the Draft Plan of Action (2026–
    2030).
  5. Duration and Duty Station
    The assignment is expected to be conducted over approximately 2–4 working days, including preparation, facilitation, and
    post-meeting reporting.
    The facilitator will participate in the meeting in person in Bangkok, Thailand, with engagement of virtual participants through an
    online conferencing platform.
  6. Required Qualifications and Experience
    The facilitator should possess the following qualifications:
  • Proven experience facilitating multi-stakeholder workshops in environmental policy, biodiversity conservation,
    international relations, wildlife law enforcement, or a related field.
  • Strong facilitation and stakeholder engagement skills
  • Experience working with government agencies, international organization and regional parters
  • Proven ability to facilitate interactive hybrid meetings, including managing breakout sessions and virtual participation.
  • Excellent communication and synthesis skills
  • Strong understanding of CITES, wildlife conservation, and wildlife law enforcement issues, particularly within
    Southeast Asia is an advantage

  1. Payment and Contractual Arrangements
    The facilitator will be engaged as an individual consultant, and payment will be made in accordance with the agreed contract
    and upon satisfactory completion of deliverables.
