Procurement, Supply, Installation and Commissioning of a Vertical Waste Compactor (60 Tons) for a Waste Bank on Koh Tao

1. Background

Koh Tao is a prominent island destination with limited land resources and an increasing volume of waste generated by residential, tourism, and commercial activities. To strengthen community-led waste management and promote sustainable reduction practices, the local Waste Bank requires a vertical waste compactor. This equipment is essential for optimizing systematic waste segregation, compression, and storage, thereby significantly improving transportation efficiency and reducing the environmental footprint on the island.

2. Objectives

The objectives of this procurement are:

– To acquire a vertical waste compactor specifically designed for operational use at the Koh Tao Waste Bank.

– To enhance storage and transportation efficiency by effectively reducing the volume of recyclable waste.

– To promote sustainable waste management practices through community-based and environmentally responsible initiatives.

– To strengthen the operational capacity of the Waste Bank, establishing it as a key community facility for waste management and environmental learning.

3. Scope of Work

The supplier shall be responsible for the comprehensive execution of this project, including the design, manufacture, and supply of the equipment, ensuring all components are suitable for high-humidity and saline environments. The scope covers the safe delivery and professional installation of the system at the specified site on Koh Tao, as well as commissioning and performance testing to verify full operational functionality and safety standards. Furthermore, the supplier must provide on-site operational guidance and training for designated personnel. This responsibility extends to a comprehensive twelve (12) months warranty covering all parts, components, and labor costs, effective from the date of final acceptance.

4. Technical Specifications

– Compression Chamber: Approximately 60 x 120 cm (Width x Length)

– Bale Weight: Up to 300 kg per cycle (depending on material type)

– Bale Dimensions (Size): Approximately 60 x 120 cm (Height adjustable depending on material quantity)

– System: Electrical (3-Phase, 380V / 50Hz)

– Machine Dimensions: Height approx. 3.80 meters

– Machine Weight: Approx. 3.5 tons

– Cylinder & Shaft: Cylinder diameter 140 mm, Shaft diameter 100 mm, Stroke length 1.40 meters.

– Materials & Anti-Corrosion:

o The machine structure must be constructed from high-strength steel.

o External Structure: Must be treated with an anti-corrosion primer and finished with a high-quality coating suitable for saline environments and high-humidity island conditions.

o Internal Chamber: Designed for friction and wear resistance without painting to prevent peeling and waste contamination. (Note: Internal maintenance shall rely on manual cleaning; oil coating is not recommended to avoid contamination).

– Safety Features & Control Features:

o Control System: Equipped with a Single Operation Button (On/Off) designed for ease of use.

o Operational Safety: Designed so that the operator does not need to enter the compression zone or be near the feed opening during the active compression cycle.

o Pressure Relief Valve: Equipped with a pressure relief valve to automatically prevent hydraulic system overload.

5. Delivery and Installation

– Delivery Period: The project must be completed within ninety (90) days of the date of contract signing.

– Pricing: The proposed price shall be all-inclusive, covering the cost of equipment, delivery to the site, full installation, and high-quality hydraulic oil.

6. Warranty

Warranty Period: twelve (12) months from the date of final acceptance, covering all parts and mechanical failures. Any defective parts must be repaired or replaced by the contractor at no additional cost to the project.
