Procurement, Supply, Installation, and Commissioning of a Vertical Waste Compactor (12 Tons) for the Khok Khan Community Waste Bank, Trang Municipality, Trang Province

1. Background

Trang Municipality is a densely populated area experiencing economic expansion, resulting in an increasing volume of municipal solid waste within the community. To strengthen community-led waste management and promote sustainable waste reduction practices, the Khok Khan Community Waste Bank requires a vertical waste compactor. This equipment is essential for optimizing systematic waste segregation, volume reduction (compression), and storage, which will significantly improve transportation efficiency and mitigate the environmental impact within the Trang Municipality area.

2. Objectives

The objectives of this procurement are:

· To acquire a vertical waste compactor specifically designed for operational use at the Khok Khan Community Waste Bank.

· To enhance storage and transportation efficiency by effectively reducing the volume of recyclable waste.

· To promote sustainable waste management practices through environmentally responsible, community-driven initiatives.

· To strengthen the operational capacity of the Waste Bank, establishing it as a key community facility for waste management and environmental education.

3. Scope of Work

The supplier shall be responsible for the comprehensive execution of this project, including the design, manufacturing, and supply of the equipment, ensuring all components are suitable for a tropical, high-humidity environment. The scope covers the safe transportation, professional mechanical installation, and complete electrical setup of the system at the designated site within the Khok Khan Community Waste Bank. This includes connecting the machine to the facility’s main power supply to ensure it is fully operational. The scope also covers commissioning and performance testing to verify full operational functionality and adherence to safety standards. Furthermore, the supplier must provide on-site operational guidance and training for designated personnel. This responsibility includes a comprehensive twelve (12) month warranty covering all parts, components, and labor costs, effective from the date of final acceptance.

4. Technical Specifications

· Materials & Anti-Corrosion:

· The machine structure must be constructed from high-strength steel.

External Structure: Must be treated with an anti-corrosion primer and finished with a high-quality coating suitable for tropical and high-humidity conditions.

Internal Chamber: Designed for friction and wear resistance without painting to prevent peeling and waste contamination. (Note: Internal maintenance shall rely on manual cleaning; oil coating is not recommended to avoid contamination).

Safety & Control Features:

· Control System: Equipped with a Single Operation Button (On/Off) designed for ease of use.

· Operational Safety: Designed so that the operator does not need to enter the compression zone or be near the feed opening during the active compression cycle.

· Pressure Relief Valve: Equipped with a pressure relief valve to automatically prevent hydraulic system overload.

5. Delivery and Installation

· Delivery Period: The project must be completed within sixty (60) days from the date of contract signing.

· Installation and Electrical Setup: The supplier is fully responsible for the complete installation of the equipment. This includes all necessary electrical wiring, cabling, and the installation of appropriate circuit breakers or control panels from the facility’s designated power source to the machine. The setup must comply with standard electrical safety codes and ensure the compactor is fully powered and ready for immediate operation.

· Pricing: The proposed price shall be all-inclusive, covering the cost of the equipment, delivery to the site, complete mechanical and electrical installation, and high-quality hydraulic oil.

6. Warranty

· Warranty Period: Twelve (12) months from the date of final acceptance, covering all parts and mechanical failures.

· Any defective parts must be repaired or replaced by the supplier at no additional cost to the project.

7. Payment Terms

The total payment shall be divided into two (2) installments as follows:

· First Installment (Down Payment): 50% of the total contract value shall be paid upon order confirmation and contract signing.

· Final Installment (Remaining Balance): The remaining 50% of the total contract value shall be paid upon successful delivery, installation, electrical setup, commissioning, and final acceptance of the equipment.

8. Budget

· Total Proposed Price: The proposed budget must be within the designated project limit.

· Inclusive Expenses: This price shall be all-inclusive, covering the equipment cost, Value Added Tax (VAT), transportation to the Khok Khan Community Waste Bank, professional installation

(including all electrical wiring and setup materials), initial hydraulic oil supply, and all other relevant expenses.

· No Hidden Costs: The supplier shall be responsible for all logistics and operational setup costs until the equipment is fully commissioned and accepted.

9. Deliverables

The supplier is required to deliver the following items upon project completion:

· Equipment: One (1) fully operational vertical waste compactor, inclusive of all specified components, electrical connections, and the initial supply of high-quality hydraulic oil.

· Documentation: Official warranty documents covering all parts and labor for a period of twelve (12) months.

· Training: On-site operational and safety training for designated personnel at the Khok Khan Community Waste Bank.

10. Acceptance Criteria

Final acceptance of the equipment shall be granted upon the fulfillment of the following conditions:

· Successful Installation and Commissioning: The machine must be fully installed, properly wired to the power source, and demonstrated to be in good working order at the designated site.

· Performance Verification: The equipment must perform according to the technical specifications, including compression capacity and safety system functions.

· Completion of Training: Operational and safety training must be successfully conducted for the designated staff.

· Documentation Delivery: All required manuals, operating instructions, and official warranty documents must be submitted to the agency.
