1. Background
Koh Tao is a significant tourism destination facing critical land resource constraints and a continuous increase in waste volume. To support community-led waste management and promote a Circular Economy, the project focuses on managing circular materials effectively to reduce the amount of waste sent to landfills. To facilitate the efficient handling, lifting, and transportation of heavy compacted bales and circular materials, the project requires the procurement of a high-efficiency 2.5-Ton Forklift to be utilized at the Community Waste Management Center on Koh Tao. This equipment will enhance operational agility, reduce manual labor risks, and ensure that resources are safely and rapidly processed within the system.
2. Objectives
· To procure a high-efficiency, durable 2.5-ton forklift suitable for heavy-duty operation within an island environment.
· To reduce material handling time, lower operational costs, and improve safety standards compared to manual labor.
· To evaluate and select the most appropriate power system (Internal Combustion Engine or Electric) that aligns with Koh Tao’s environmental goals and maintenance capabilities.
3. Scope of Work
The successful bidder shall be responsible for the supply, delivery, and handover of the forklift at the designated site, covering the following:
· Management of all logistics, including specialized sea transportation and ferry shipping, to the installation site on Koh Tao.
· Full system testing (Commissioning) to verify operational performance, lifting capacity, and safety features upon arrival at the site.
· Provision of a comprehensive warranty and a strategic after-sales support plan tailored for a remote island location.
4. Technical Specifications
The proposed equipment must meet or exceed the following minimum performance-based specifications. Bidders may submit proposals for either or both of the following power options:
· Equipment Type: Counterbalanced Forklift Truck, Seat-type operation.
· Rated Capacity: Minimum of 2,500 kg at a load center of 500 mm.
· Max. Lifting Height: Not less than 3,000 mm.
· Mast Type: Wide-view mast for enhanced operator visibility and safety.
· Fork Dimensions: Minimum length of 1,070 mm.
· Tyre Type: Must be Solid Tyres for all wheels to ensure durability against sharp objects (glass, metal) common in waste management environments.
· Transmission: Automatic or Power Shift transmission for seamless operation.
· Power System Options:
o Option A: Internal Combustion (Fuel): Diesel or Dual Fuel (LPG/Gasoline) engine with a rated power of no less than 35 kW, meeting international emission standards (e.g., Euro Stage IIIA or equivalent).
o Option B: Electric (Battery): High-capacity battery system (Lithium-ion preferred) with a compatible smart charging unit suitable for the site’s electrical infrastructure.
· Safety Features: Equipped with an overhead guard, load backrest, warning lights, backward buzzer, and mirrors as standard safety equipment.
5. Delivery and Installation
· Delivery Period: The contractor must complete delivery and handover within thirty (30) days from the date of contract signing.
· Pricing: Proposed price must be all-inclusive, covering equipment costs, accessories, logistics/ferry shipping to the Koh Tao site, and all handover expenses.
6. Warranty and After-Sales Service
· Warranty Period: Minimum of twelve (12) months or 2,000 operating hours (whichever occurs first) from the date of final acceptance, covering both parts and labor.
· Technical Support: The bidder must provide a clear plan for onsite service or spare parts delivery to Koh Tao to minimize operational downtime.
7. Payment Terms The payment shall be divided into two (2) installments as follows:
· First Installment: 50% of the total contract value upon contract signing and order confirmation.
· Final Installment: Remaining 50% of the total contract value upon successful delivery, testing, and final inspection/acceptance at Koh Tao.
8. Budget
· Inclusive Expenses: The proposed price must be comprehensive, including the equipment cost, transportation and travel expenses to the site, Value Added Tax (VAT), and all other applicable costs without any hidden charges.
9. Deliverables
· One (1) unit of a 2.5-Ton Forklift meeting the specified technical requirements.
· Complete set of documentation, including User Manuals, Daily Maintenance Guides (in Thai or English), and official Warranty Certificates.
10. Acceptance Criteria
· Successful delivery and on-site demonstration of the equipment’s functionality, particularly regarding rated lifting capacity and safety systems.
· Verification that the equipment meets all technical and safety specifications outlined in the bid.
· Receipt of all required documentation and tools.
