Procurement and Installation of a Generator (Minimum 100 kVA) with a Turnkey Automatic at Koh Tao
Location: Koh Tao Community Waste Management Center (Koh Tao Valuable Waste Community Enterprise), Surat Thani Province
1. Background
The “MA-RE-DESIGN” project by WWF Thailand focuses on developing a waste management system in Koh Tao to reduce plastic leakage into the ocean by supporting critical infrastructure. Based on an assessment of the electrical environment at the Koh Tao Community Waste Management Center, frequent voltage fluctuations and power outages pose a significant risk to the high-value machinery provided by the project, such as the Waste Baler and Commercial Dishwasher. To ensure the optimal long-term lifespan and continuous efficiency of this equipment, the project requires the procurement and installation of a 100 kVA generator. This system will manage peak loads and serve as a power stability controller, protecting electronic circuits and ensuring that the waste management operations remain sustainable and uninterrupted.
2. Objectives
- To procure a high-efficiency 100 kVA generator with technical specifications suitable for stabilizing power for heavy-duty waste management machinery.
- To install an automatic backup power system that mitigates risks from power surges and brownouts, ensuring machinery operates at full capacity.
- To ensure the continuity of the community waste management process by overcoming local electrical infrastructure limitations.
3. Scope of Work
The successful bidder shall be responsible for the turnkey procurement, installation, and handover, covering the following:
- Logistics and Transportation: Full responsibility for shipping equipment to Koh Tao, including ferry logistics and crane services for safe positioning at the site.
- Engineering and Installation: Installation of the generator and Automatic Transfer Switch (ATS), including main and control cabling (min. 20 meters) through standard-compliant conduits.
- Load Balancing: Execution of circuit connections to balance the load from the 3-phase system across 1-phase machinery to ensure generator longevity and safety.
- Commissioning: Performance testing, including simultaneous start-up of heavy machinery to verify the system’s ability to handle inrush currents while maintaining stable voltage.
- Training: Comprehensive training for local operators on usage, routine maintenance, and safety protocols.
4. Technical Specifications
The equipment must be brand new and meet the following minimum performance requirements:
- Power Rating: Minimum 100 kVA (Standby Power).
- Electrical System: 3-phase, 4-wire, 400/230V, 50Hz (0.8 pf, 1,500 rpm).
- Engine: Diesel, minimum 4 cylinders, water-cooled with standard radiator and fan.
- Enclosure: Silent-type canopy made of at least 2.0 mm thick steel, rust-proofed, with high-quality sound-absorbing lining.
- Controller: Digital control panel with status display and automatic shutdown (for over-temp/low oil pressure).
- ATS: Automatic Transfer Switch synchronized with the main grid and generator for seamless power transition.
5. Delivery and Installation
- Delivery Period: Completion within 10–15 days from the date of contract signing or purchase order receipt.
- Pricing: Proposed price must be all-inclusive, covering equipment, accessories, logistics to Koh Tao, and all installation expenses.
6. Warranty and After-Sales Service
- Warranty Period: Minimum of twelve (12) months or 1,000 operating hours (whichever occurs first), covering parts and labor.
- Technical Support: On-site inspection at Koh Tao within 3–5 working days in case of defects during the warranty period, at no additional cost.
7. Payment Terms
The payment shall be divided into two (2) installments as follows:
- First Installment (60%): Upon contract signing and order confirmation.
- Final Installment (40%): Upon successful installation, load testing with heavy machinery, and final inspection/acceptance by the committee.
8. Budget
- Inclusive Expenses: The proposed price must be comprehensive, including the equipment cost, transportation, installation, travel expenses to the site, Value Added Tax (VAT), and all other applicable costs.
9. Deliverables
- One (1) unit of a 100 kVA Generator (Silent Type) with a fully integrated ATS system.
- Complete documentation set, including Technical Manuals, Wiring Diagrams, Maintenance Guides, and Warranty Certificates.
10. Acceptance Criteria
- Successful on-site demonstration of the generator’s functionality, specifically its performance during a simultaneous Load Test of heavy machinery.
- Verification that the installation meets all electrical engineering and safety standards specified in the TOR.
- Handover of all required operation manuals and warranty documentation.
