People & Culture Policy Harmony Project

WWF-Thailand

1. Purpose and Background

WWF Thailand is implementing the Policy Harmony Project under the People and Culture (P&C) function to ensure the effective implementation of seven global P&C policies issued by WWF International within the Thailand context.

For the purpose of this project, effective implementation means that:

1. All seven global policies must be fully compliant with Thai labor laws and local regulatory requirements.

2. The policies must be translated into the local language and adapted to ensure clarity and understanding at the employee level.

3. Appropriate communication and training materials must be developed and delivered so that employees are informed and able to apply the policies correctly in their day-to-day work.

To achieve these objectives, dedicated resources are required to execute the work in a focused and timely manner. Due to the urgency of the project and its limited timeframe, and considering that the current P&C team (two full-time staff members) is already operating at full capacity, it is not feasible to allocate this work internally without impacting ongoing operations.

Therefore, WWF Thailand proposes to engage a consultant dedicated exclusively to the Policy Harmony Project to ensure timely delivery and achievement of project objectives. This engagement will enable:

· Proper comparison of global policies against Thai labor law requirements,

· Preparation of policies and materials ready for implementation, and

· Strengthening of the People and Culture function’s capability through structured and compliant policy implementation.

2. Objectives

The objectives of the Policy Harmony Project are to:

· Ensure all seven global P&C policies are legally compliant with Thai labor law;

· Localize the policies to be understandable and actionable for employees in Thailand;

· Develop communication and training materials to support effective rollout and adoption;

· Deliver finalized policy materials in formats ready for immediate use and reference.

3. Approach and Methodology

The project will be delivered using the following approach:

1. Engage a consultant for a maximum three-month period to deliver the defined outputs.

2. Review and analyze the seven global P&C policies.

3. Translate tools, material, procedure into the local language using AI tools, with appropriate human review. All policies will be translated to local languages by external trusted vendor.

4. Conduct a comparison with Thai labor law to ensure legal compliance.

5. Develop communication materials, including presentations, video clips, and other relevant media, as appropriate.

6. Prepare a P&C e-handbook, both full version and lite version, for internal sharing via WWF Thailand internal platforms.

7. Compile relevant policy guidance and reference materials to ensure compliance, clarity, and consistency.

8. Perform work using WWF-provided devices, systems, and subscribed tools, with flexibility to work remotely.

9. Ensure completed work is reviewed and validated by the Interim P&C Manager.

5. Management and Reporting

· The consultant will liaise closely with the P&C team as required in relation to the seven policies.

· Progress, issues, risks, and support needs will be reported regularly to the Interim P&C Manager, [including CEO, regional Head of P&C as requested]

6. Deliverables

The consultant will deliver the following outputs:

1. Comparative matrix detailing alignment between:

o GM, Thai labor law requirements, Current WWF Thailand practice, 7 WWF International P&C Policies

2. Thai language translations of the seven policies using AI support and review, review the translate version from external vendors ensure it’s WWF version.

3. Communication materials, including:

o PowerPoint presentations

o Video clips or other multimedia content, utilizing online-subscribed tools guided by P&C team.

4. Policy materials in digital format, including:

o Full version

o Lite version (employee-friendly reference)

7. Timeline

· Duration: May 2026 to July 2026 [within 3 months from the start date]

· Completion target: before or by July 2026

8. Budget total USD 5,200 [est THB 160,000]

· Budget: THB 150,000

· Subscribed AI Tools, Clip VDO Tools total THB 10,000

9. Translation budget est THB 30,000.
