Background
Plastic pollution is an urgent problem with major, adverse impacts on the health of ocean ecosystems, the integrity of food supplies, and on livelihoods. It is estimated that between 4.8–12.7 Mt of plastics accumulate in oceans every year (Jambeck et al., 2015), 80% of which is believed to originate from land-based sources whereas the remaining 20% from ocean-based sources, such as fisheries and the shipping industry (Ocean Conservancy, 2017). Roughly 75% of the leakage from land-based sources is thought to stem from uncollected waste (Ocean Conservancy, 2017).
WWF has a vision of an economy and a society that has zero tolerance for plastic pollution and all harm caused to the environment from such pollution. As part of this vision, WWF has launched the global initiative “No Plastic in Nature”, under the project ‘Marine Litter Prevention Through Reduction, Sustainable Design and Recycling of Plastic Packaging (MA-RE-DESIGN) or New Approached to Tackling the Plastic Waste Challenges in Thai Tourism and Local Municipalities (NAPTAM)’, aiming at reducing plastic waste leakage into the sea in Thailand and to address the plastic problem using a holistic approach. One key guiding document within this initiative is the Plastic Smart Cities (PSC) Strategic Framework, which is compiled in the PSC Playbook. This document represents a step-by-step approach on how to activate city stakeholders on tackling their specific plastic problem.
In order to stop plastic pollution, action plans based on reliable local data, identified through the baseline studies, are required. Under the Plastic Smart Cities framework, the Scoping and Action Planning approach includes a comprehensive baseline assessment and stakeholder mapping before defining reduction targets and actions. The beneficial impact of projects needs to be measured by formulating key performance indicators (KPIs) and measuring them before and after the intervention.
The implementation phase will include close collaboration with 1) municipalities in the 4 pilot cities, in particular, developing effective policies to reduce single use plastic and ensuring equal access to state improved waste management services, 2) business sectors to implement the usage of alternative materials to decrease the usage of single-use plastic, and 3) communities by intensively working at the household level to raise awareness on basic solid waste management systems based on five principal themes: sanitary aspects, social concerns, environmental considerations, urban structure, and economic circumstances, including waste-related problems in cities.
Major Duties and Responsibilities
Planning and implementation
- Lead or support the development of project monitoring tools and database.
- Providing expertise in M&E planning and methodology.
- Participating in and providing support to project design activities including development of project theories of change and strategic frameworks (Results Frameworks, Log Frames)
- Developing a Monitoring and Evaluation plan for overall progress on achievement of results.
- Monitor the sustainability of the project’s results.
- Helping determine performance and impact indicators and targets.
- Providing support to proposal development for M&E components.
- Work in close collaboration with the Project Manager and Field Coordinators to initiate, appraise and develop concepts, workplans and budgets for new projects in respective cities and provide relevant local insights to ensure project sustainability and scalability.
- Support project evaluation and support documentation of learning.
- Support the information consolidation for Annual Report.
Day-to-Day Monitoring and Evaluation Activities
- Implementing monitoring systems and designing monitoring tools
- Design and developing data collection tools
- Monitoring project activities, outputs and progress towards anticipated results
- Working with data platforms, databases and select technologies to capture and organize data
- Providing support to WWF Thailand data quality assessments of Plastic Smart Cities Projects
- Providing feedback to the Project Manager on project strategies and activities.
- Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.
- Prepare and maintain data base.
Learning
- Track actions agreed in monitoring reports, using the Trackers when appropriate; and work with the implementing teams to update the trackers monthly.
- Document key lessons from monitoring and evaluation reports and share these widely to ensure adjustments are made to ongoing projects and new project designs.
- Facilitate lessons learned workshops and MEL trainings for staffs, partners and stakeholders.
- Provide training to staff on MEL system and tool.
- Building MEL capacity for the partners.
- Support partners to set up and develop monitoring mechanisms including data collection, data storage, and data analysis upon request.
- Build the capacity of partners in all relevant MEL functions, such as monitoring, evaluation, and learning, and ensure that the partner’s system mirrors a similar structure to the MEL system, such as the PSC Impact Monitoring Platform.
Analysis and Reporting
- Determining data analysis procedures and use of quantitative or qualitative analysis tools
- Cleaning, sorting, categorizing and organizing data
- Analyzing quantitative and/or qualitative data
- Summarizing findings
- Report monthly, quarterly, half-yearly and annual progress on all project activities with inputs, information and statistics to Senior Program Manager and Project Manager
- Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports.
- Support monitoring and evaluation of the effects and impact of the project.
- Assist in coordinating across the available components of the Project to ensure effective implementation of M&E/MIS.
- Assist the project personnel with Plastic Smart Cities M&E tools and in supporting them in their use.
- Prepare Issues Log and Risk Log for the project.
- Disseminating evaluation findings and project results to donors and other stakeholders.
Working Relationships
Internal
- WWF Thailand-PSC Team – Coordinate and assist the project team in the use of Plastic Smart Cities M&E Tools.
- WWF Thailand- M&E Unit – Provide project inputs as required by WWF-M&E program tools
External
- WWF- PSC M&E Coordinator in PSC program countries – Review, verify and rectify the inputs provided by WWF TH-PSC projects in Plastic Smart Cities M&E Tools; Coordinate with WWF-PSC M&E Coordinators for program development information.
Required Qualifications
- University Degree preferably in Business Administration, Economics or related field.
- At least 5 years of experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs.
- Fluency in written and spoken Thai and English.
- Experience in designing tools and strategies for data collection, analysis and production of reports.
- Proven ICT skills, especially in the development of MIS software using database software.
- Expertise in analyzing data using statistical software.
- Strong training & facilitation skills.
- Excellent communication skills (written and verbal): Sensitivity to and responsiveness to all partners, Respectful and helpful relations with donors and project staff.
- Ability to organize and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources and multiple reporting relationships.
