Leadership Development and Waste Management for Food and Student Wellbeing Extended to Households in Tako Pidthong (Tenasserim Corridor)

2.Purpose and Background:

       A community socioeconomic survey conducted in late 2024 in the Tenasserim Corridor, covering Ban Pha Pok, Moo 3, and Ban Tako Pidthong, Moo 8, in Suan Phueng Subdistrict, Suan Phueng District, Ratchaburi Province, found that the area is important for natural resource conservation and cross-border security because it borders Myanmar. Most residents do not own land, so the management and use of forest resources must comply with relevant laws and regulations. Nevertheless, the area has potential for ecotourism development because of its distinctive natural and cultural resources and its proximity to Bangkok. This is consistent with the Suan Phueng Subdistrict development strategy, which aims to promote chemical-free agriculture and ecotourism alongside forest and watershed conservation. The survey also identified a need to develop waste management systems and strengthen the capacity of youth environmental leaders in Ban Tako Pidthong, building on existing social capital and the readiness of local leaders.

       WWF-Thailand therefore implemented a capacity development project for leaders in community waste and environmental management, strengthening their capabilities and piloting activities suited to each local context. Phase IV will focus on supporting waste data collection and statistical recordkeeping, developing at least 50 Green Generation youth leaders, and initiating activities that turn waste into opportunities to generate income and improve the youth leaders’ quality of life, before expanding the benefits to distribute income more widely within the community. This phase will emphasize participatory processes, monitoring and support, and evaluation to ensure that the mechanisms and activities developed can continue sustainably, contributing to improved quality of life, stronger communities, and the long-term conservation of natural resources within the corridor.

3.Project Objectives:

  • Develop data systems, waste reduction at source, waste segregation, and waste recovery practices appropriate for the school and households.
  • Strengthen the knowledge and skills of Green Generation youth leaders so that they can implement activities, collect data, and share waste management practices with their peers and families.
  • Develop a school cooperative mechanism that links recyclable materials with local agricultural activities or natural and environmental resources to generate a sustainable flow of income.
  • Promote participation and collaboration among communities, schools, government agencies, the private sector, civil society, and partner networks to sustain waste management or natural resource and environmental management.

4.Scope of Work / Product or Service Specifications:

Tako Pidthong Border Patrol Police School in Moo 8

  • Conduct a survey and establish baseline waste management data

Survey and collect data on waste sources, types, quantities, and existing management practices. Develop a system and forms for recording waste statistics to provide a baseline for planning, monitoring, and evaluating waste management. Specify the baseline data collection period, recording intervals, monthly summaries, designated recordkeepers, and the consultant’s verification role. Record school-generated waste separately from materials brought in by households.

  • Develop Green Generation youth leaders and activities that turn waste into opportunities.

The consultant, together with the school and Green Generation youth leaders, will design and pilot at least two types of activities that turn waste into resources, based on baseline data and the resources available at the school. Examples include recovering organic waste, producing organic fertiliser, using vegetable scraps as animal feed, or segregating recyclable waste for sale.

Select and develop at least 50 Green Generation youth leaders with the knowledge and skills to lead waste management and environmental activities in the school and community, using pre- and post-assessments and practical skills assessments.

Develop a system for exchanging waste for eggs and food through the school cooperative, including rules, exchange rates, procedures for receiving and selling materials, an accounting system, designated responsible persons, and pilot implementation.

  • Upgrade the local products sales centre at Tako Pidthong Border Patrol Police School

Explore development options and identify suitable outlets for community products.

  • Document lessons learned and prepare recommendations for continuity

Summarize implementation results, achievements, problems, constraints, and lessons learned. Prepare recommendations and approaches for further developing Green Generation activities and activities that turn waste into opportunities to generate income and improve the youth leaders’ quality of life. Include results and lessons from household pilots before expanding activities to distribute income more widely within the community.

5.Roles and Responsibilities:

    The consultant will support waste data collection and statistical recordkeeping; build the capacity of at least 50 Green Generation youth leaders; develop a system for exchanging waste for eggs or food through the school cooperative; establish an accounting system; monitor the benefits received by students; and support household participation. The consultant will also initiate activities that turn waste into opportunities to generate income and improve the youth leaders’ quality of life, before expanding these activities to distribute income more widely within the community. This phase will prioritize participatory processes, ongoing monitoring and support, and evaluation to ensure that the mechanisms and activities developed can be sustained. These efforts will contribute to improved quality of life, stronger communities, and the long-term conservation of natural resources within the Tenasserim corridor.

    6.Deliverables / Expected Outputs:

      6.1    Tako Pidthong Border Police School in Moo 8 and households

      • Baseline waste management data covering waste sources, types, quantities, and management practices, together with a system and forms for recording waste statistics for planning, monitoring, and evaluation.
        • At least 50 Green Generation youth leaders
          • Youth leaders have strengthened their knowledge and skills in waste and environmental management.
          • Activities that turn waste into opportunities are established, are appropriate to the school’s resources and context, and have the potential to reduce expenses or generate income.
        • An improved local products sales centre
          • Information on the current conditions, potential, constraints, and development needs of the local products sales centre.
          • Proposals or approaches for upgrading the local products sales centre, with clear management arrangements appropriate to the local context.
          • The centre has the potential to serve as an outlet for products from Green Generation activities and community products, supporting income generation and distribution within the area.
        • Report on lessons learned and recommendations
          • An implementation summary report covering achievements, problems, constraints, lessons learned, and recommendations.
          • Approaches for further developing Green Generation activities, activities that turn waste into opportunities, and the local products sales centre to ensure continuity.
          • Proposals for expanding income generation and improvements in the youth leaders’ quality of life to distribute benefits and income more widely within the community.
        • A progress report on activities at Tako Pidthong Border Patrol Police School, Moo 8, approved by WWF, must be submitted on or before 30 January 2027.
        • A final implementation report for Phase 4 of the project on leadership development and waste management for food and student wellbeing extended to households in Ban Tako Pidthong, within the Tenasserim Corridor in Ratchaburi Province, must be submitted by 30 May 2027. The report must be jointly checked for accuracy with WWF-Thailand and relevant local stakeholders.
        • Deliverable requirements
          • Activity reports must include agendas, participant lists, assessment forms, data analysis results, photographs, and relevant supporting documents.
          • All data and reports must be jointly checked for accuracy with WWF-Thailand and relevant local stakeholders.
          • The consulting team must revise its work in response to WWF-Thailand’s comments before the deliverables for each instalment are considered complete.

      7.Timeline: 1 October 2026 – 30 May 2027. Please refer to the delivery schedule no. 6.2 and 6.3.

        8.Payment Terms:

        • 1st instalment of 50% contract value, will be provided upon signing contract and the invoice is received by World Wide Fund for Nature International: WWF.
        • 2nd instalment of 25% will be made upon receipt of a draft report to be submitted to WWF and finalize based on feedback from WWF, local communities, and other relevant partners of WWF (e.g. donor, partner agency) on or before 30 March 2027. And the invoice is received by World Wide Fund for Nature International: WWF.
        • 3rd instalment of 25% contract value, will be made after the delivery and acceptance of a comprehensive final report will be delivered on or before 30 May 2026. and the invoice is received by World Wide Fund for Nature International: WWF.

        9.Qualifications and Experience:

          A research scientist with experience in poverty alleviation projects targeting vulnerable groups in the study area. Their experience includes using household databases to identify poor and vulnerable households and coordinating with relevant agencies across sectors at the provincial level to support project implementation.
