1. ความเป็นมาของโครงการ (Background of services assignment)
The World Wide Fund for Nature (WWF-Thailand) is implementing a forest ecosystem restoration project aimed at increasing green spaces within residential communities located in national reserved forests in Surat Thani Province. This initiative aligns with the Thai government’s policy on community land allocation (under the “Khor Tor Chor” program), with oversight from the Royal Forest Department. The project targets areas classified by watershed quality into two major groups: Watershed Classes 1 and 2, which are highly sensitive upstream catchments, and Watershed Classes 3, 4, and 5, which allow for appropriate use under sustainable development principles. The primary objective of the project is to restore forest ecosystems while simultaneously improving the quality of life for local farmers. This is achieved through the promotion of agroforestry, a sustainable agricultural system that integrates tree planting with economic crops, fostering a balance between environmental conservation and long-term livelihood enhancement for local communities. To ensure the continuity, effectiveness, and strategic alignment of the project’s implementation, WWF-Thailand seeks to engage an external consultant to work on-site. The consultant will play a crucial role in monitoring the progress of project activities, supporting coordination with local communities, and collaborating with government agencies—particularly with the staff of Kaeng Krung National Park, the primary field-based partner in the project area. The involvement of an external consultant with a strong presence in the field will facilitate smooth implementation of activities, enhance community engagement, and strengthen collaboration between local stakeholders and public institutions. This support is essential to achieving the project’s long-term goals of sustainable forest landscape restoration.
องค์การกองทุนสัตว์ป่าโลกสากล (WWF ประเทศไทย) กำลังดำเนินโครงการฟื้นฟูระบบนิเวศป่าไม้และเพิ่มพื้นที่สีเขียวในบริเวณหมู่บ้านที่ตั้งอยู่ภายในเขตป่าสงวนแห่งชาติ จังหวัดสุราษฎร์ธานี ภายใต้นโยบายของรัฐบาลว่าด้วยการจัดสรรที่ดินทำกินให้กับชุมชน (โครงการ คทช.) โดยมีกรมป่าไม้เป็นหน่วยงานกำกับดูแล พื้นที่เป้าหมายของโครงการถูกกำหนดตามชั้นคุณภาพลุ่มน้ำ แบ่งออกเป็นสองกลุ่มหลัก ได้แก่ ชั้นคุณภาพลุ่มน้ำ 1 และ 2 ซึ่งเป็นพื้นที่ต้นน้ำลำธารที่มีความเปราะบาง และชั้นคุณภาพลุ่มน้ำ 3, 4 และ 5 ซึ่งเป็นพื้นที่ที่สามารถใช้ประโยชน์ในรูปแบบที่เหมาะสมภายใต้หลักการพัฒนาอย่างยั่งยืน วัตถุประสงค์หลักของโครงการคือการฟื้นฟูระบบนิเวศป่าไม้ ควบคู่ไปกับการยกระดับคุณภาพชีวิตของเกษตรกรในพื้นที่ โดยใช้แนวทางการส่งเสริม “ระบบวนเกษตร” (Agroforestry) ซึ่งเป็นรูปแบบการเกษตรที่ผสมผสานระหว่างไม้ยืนต้นกับพืชเศรษฐกิจ เพื่อสร้างสมดุลระหว่างการอนุรักษ์สิ่งแวดล้อมกับการสร้างรายได้ระยะยาวให้กับชุมชน เพื่อให้การดำเนินงานของโครงการสามารถขับเคลื่อนไปได้อย่างต่อเนื่อง มีประสิทธิภาพ และสอดคล้องกับเป้าหมายเชิงกลยุทธ์ โครงการมีความจำเป็นในการจ้างที่ปรึกษาภายนอกเพื่อปฏิบัติงานในพื้นที่ โดยมีบทบาทสำคัญในการติดตามผลการดำเนินงาน สนับสนุนการประสานงานกับชุมชนท้องถิ่น และทำงานร่วมกับหน่วยงานภาครัฐ โดยเฉพาะอย่างยิ่งกับเจ้าหน้าที่อุทยานแห่งชาติแก่งกรุง ซึ่งเป็นหน่วยงานภาคสนามหลักในพื้นที่เป้าหมาย การสนับสนุนจากที่ปรึกษาภายนอกที่จะมาทำงานร่วมกับพื้นที่ จะช่วยให้โครงการสามารถบริหารจัดการกิจกรรมต่าง ๆ ได้อย่างราบรื่น เพิ่มประสิทธิภาพในการมีส่วนร่วมของชุมชน และเสริมสร้างความร่วมมือที่แน่นแฟ้นระหว่างภาคประชาชนและภาครัฐ เพื่อให้การฟื้นฟูภูมิทัศน์ป่าไม้บรรลุตามเป้าหมายที่วางไว้ในระยะยาวอย่างยั่งยืน
2. วัตถุประสงค์ของงาน (Objective of the Services)
2.1 To ensure regular documentation and reporting of field activities.
2.2 To collect and provide visual evidence and geospatial data of project implementation.
2.3 To support financial transparency and accountability in project execution.
2.4 To promote effective communication and collaboration among key stakeholders.
2.1 เพื่อบันทึกข้อมูลและจัดทำรายงานกิจกรรมภาคสนามอย่างสม่ำเสมอ
2.2 เพื่อจัดเก็บภาพถ่ายที่ระบุพิกัด GPS พร้อมเอกสารสนับสนุนภาคสนาม
2.3 เพื่อจัดเตรียมเอกสารทางการเงิน และเอกสารประกอบการดำเนินงานภาคสนาม
2.4 เพื่อการประสานงานกับผู้มีส่วนเกี่ยวข้องทุกภาคส่วน
3. ขอบเขตงานและความรับผิดชอบ (Scope of work/ Major responsibility)
3.1 Coordinate with smallholder farmers, local authorities, and project partners in the field.
3.2 Support field activities such as community meetings, planting events, and training sessions.
3.3 Collect receipts, financial documents, and other project-related records.
3.4 Assist experts and consultants during field operations and workshops.
3.5 Capture field data including GPS coordinates, photos, and community information.
3.6 Submit weekly field reports to the Project Manager.
3.1 ประสานงานกับเกษตรกรรายย่อย หน่วยงานท้องถิ่น และพันธมิตรโครงการในพื้นที่
3.2 สนับสนุนกิจกรรมภาคสนาม เช่น การประชุมชุมชน กิจกรรมปลูกป่า และการฝึกอบรมต่าง ๆ
3.3 รวบรวมเอกสารทางการเงิน ใบเสร็จรับเงิน และเอกสารที่เกี่ยวข้องกับโครงการ
3.4 ให้ความช่วยเหลือผู้เชี่ยวชาญและที่ปรึกษาในการดำเนินกิจกรรมภาคสนาม
3.5 บันทึกข้อมูลภาคสนาม เช่น พิกัด GPS ภาพถ่าย และข้อมูลชุมชน
3.6 จัดทำรายงานภาคสนามรายสัปดาห์และส่งให้กับผู้จัดการโครงการ
4. การชำระเงิน (Payment Composition)

4.1 The payment of a total professional fee will be processed after the consultancy tasks outlined in Section 4 are completed. In contrast, WWF Thailand shall deposit payments into the service provider’s designated bank account.

4.2 The consultant is responsible for covering the transportation and accommodation expenses for activities outlined in section 3 functions.

5.1 The service provider shall coordinate with Kanokwan Urairak (kanokwanu@wwf.or.th) at WWF Thailand on all matters related to this Job Order/TOR.
