  1. Background
    WWF Thailand implements the regional project “MA-RE-DESIGN” under the Plastic
    Smart Cities framework, aiming to reduce plastic leakage into the marine environment,
    strengthen local waste management systems, and promote a circular economy transition.
    As a core component of this initiative, the project is supporting the simultaneous
    establishment of two integrated facilities on Koh Tao, namely a Community Waste Bank
    and a Sustainable Waste Management Learning Center. These facilities are being
    developed together to serve complementary roles, where the Waste Bank focuses on
    operational waste recovery while the Learning Center focuses on community education
    and capacity building. To ensure both components are technically sound, operationally
    efficient, and financially viable from the start, the project seeks a qualified consultant to
    provide expert guidance on their joint infrastructure, equipment, and operational
    workflows.
  2. Objectives of the Consultancy
    The primary objective of this consultancy is to support the simultaneous setup and
    operationalization of both the Community Waste Bank and the Sustainable Waste
    Management Learning Center on Koh Tao. The consultant is expected to ensure that the
    Waste Bank is established with efficient logistics, machinery, and business models for
    waste recovery, while the Learning Center is effectively designed to demonstrate best
    practices to the community. Furthermore, the consultant shall guide both facilities to
    operate synergistically, ensuring they meet technical standards and achieve long-term
    financial viability as a cohesive social enterprise.
  3. Scope of Work
    The Consultant will work under the supervision of the Project Manager and Field
    Coordinator on Koh Tao, focusing on the following key tasks:
    3.1 Infrastructure & Machinery Setup
    − Facility Layout: Provide technical advice and guidance on the construction and
    facility layout to ensure optimal workflow and safe separation between operational zones
    and visitor pathways. for waste sorting, storage, and logistics suitable for a learning
    center environment.
    −Machinery Specification: Identify and specify required machinery and
    equipment (e.g., balers, scales, crushers). This includes providing detailed technical
    specifications and recommending suitable suppliers capable of servicing the island
    context.
    3.2 Operational Strategy & Workflow
    −Organizational Structure: Develop the overall workflow and organizational
    structure for the waste bank, defining clear roles and responsibilities for the operating
    team.
    −Standard Operating Procedures (SOPs): Provide advisory support on waste
    purchasing protocols, sorting standards, material handling, inventory management, and
    distribution processes to ensure safety and efficiency.
    3.3 Capacity Building Coordination
    −Training Management: Identify qualified trainers for specific operational
    needs (e.g., machine operation, accounting, safety) and assist in coordinating the training
    schedule.
    −Oversight: Oversee staff training activities to ensure the team acquires the
    necessary skills to operate the facility independently.
    3.4 Supply Chain & Market Linkages
    −Buyer Network: Support the project in contacting, coordinating with, and
    recommending reliable waste buyers and recycling partners on the mainland to
    guarantee a sustainable outlet for collected materials.
    3.5 Reporting & Project Support
    −Documentation: Assist in compiling technical data, photos, and field notes
    related to the waste bank establishment for project reporting and donor communications.

  5. Qualifications
    5.1Education: Bachelor’s degree or higher in Environmental Science, Forestry,
    Natural Resource Management, Marine Science, or related fields.
    5.2Experience:
    − Proven experience in waste management projects, community-based
    environmental initiatives, or the establishment of waste banks.
    − Demonstrated experience working on-site in Surat Thani or Koh Tao, with a
    strong understanding of local logistics, community dynamics, and relevant
    government agencies (e.g., National Parks, Department of Marine and Coastal
    Resources).
    − Experience coordinating with recycling trade associations or informal waste
    sector networks is highly desirable.
    5.3Skills:
    − Strong network with waste buyers, aggregators, or recycling associations in
    Thailand.
    − Technical understanding of waste separation machinery and supply chain
    logistics.
    − Excellent coordination skills with multi-stakeholders, from local communities
    to government officials.
  6. Budget and Payment Terms
    The total budget for this consultancy is THB 250,000 (Two Hundred and Fifty
    Thousand Baht). This amount is a lump sum inclusive of professional fees, travel
    expenses, accommodation, per diems, and any applicable taxes. Payments will be made
    in installments upon submission and approval of deliverables as follows:
