1. Background
Trang Municipality has entered a partnership under the Plastic Smart Cities (PSC) initiative with the World Wildlife Fund (WWF Thailand) to implement the MA-RE-DESIGN project. This collaboration aims to mitigate the impact of plastic waste and prevent leakage from communities into marine environments and natural ecosystems.
To enhance the efficiency of waste management in public waterways and align with environmental sustainability goals, WWF Thailand intends to procure four (4) sets of River Trash Booms. These will be delivered to Trang Municipality for installation in the canals surrounding the municipal area (Khlong Pon and Khlong Nam Chet) to intercept and collect floating debris before it reaches the Trang River and the Andaman Sea.
2. Objectives
– To support efficient waste management in rivers and canals.
– To prevent plastic waste from leaking into natural water sources by using interceptor booms at upstream locations before reaching the Kantang Estuary and the sea.
– To effectively reduce the volume of plastic waste and its impact on the local ecosystem.
3. Technical Specifications
The procurement includes 4 sets of River Trash Booms and supporting equipment with the following specifications:
3.1 River Trash Booms (4 Sets)
– Length: 10 meters per set.
– Components:
o Floats: 50 units of 8-inch round positioning floats.
o Netting: Mesh size of 2 inches, diameter 3.5 mm; dimensions: 10m (width) x 1m (depth).
o Ballast Chain: 6 mm zinc-plated chain, 10 meters in length.
o Main Rope: 16 mm diameter “Giant” high-strength rope, 10 meters in length.
o Secondary/Mooring Rope: 8 mm diameter “Giant” high-strength rope, 32 meters in length.
3.2 Plastic Boats with Oars (4 Sets)
– Design: Pointed bow and square stern, 2-seater capacity.
– Dimensions: Length 260 cm, Width 87 cm, Depth 30 cm.
– Weight: Minimum of 23 kg.
– Accessories: Oars featuring plastic blades and aluminium handles.
3.3 Life Jackets (16 Units)
– Colour: High-visibility Orange with reflective chest strips.
– Sizing: Chest circumference 40–60 inches.
– Material: 420D Oxford Nylon, double-coated, thickness 25–30 mm.
– Capacity: Supports weight from 30–150 kg; equipped with 5-point locking buckles.
3.4 Handheld Trash Skimmers (6 Units)
– Dimensions: Minimum diameter of 50 cm and a length of 80 cm.
4. Qualifications and Bidding Conditions
· Eligible Bidders: Must be a natural person or a juristic person professionally engaged in the manufacturing or distribution of the specified materials.
· Price Proposal:
o Bidders must provide a detailed quotation specifying the Unit Price and Total Price for each item.
o The proposed price must be inclusive of materials, labour, transportation, installation (if applicable), 7% Value Added Tax (VAT), and all other related expenses.
· Price Validity: The quoted price must remain valid for at least 30 days from the date of submission.
· Delivery Period: Completion and delivery must occur within 30 days after signing the contract or receiving a Purchase Order (PO).
5. Delivery and Warranty
· Delivery Point: Trang Municipal Office or a location as mutually agreed upon.
· Warranty: The supplier must provide a warranty against defects for a period of at least 1 year.
