Payroll Management Service

Service Period: 1 January 2026 – 30 December 2027

A. BACKGROUND

The World Wide Fund for Nature (WWF) is an international non-governmental organization working to conserve nature and reduce the most pressing threats to the diversity of life on Earth. WWF operates in multiple countries and employs staff under local labor laws and regulatory frameworks.In order to ensure accurate, compliant, and timely payroll administration in accordance with Thai labor law, tax regulations, social security requirements, WWF seeks to engage a qualified and experienced service provider (“Supplier”) to deliver Payroll Management Services.The Supplier will be responsible for providing payroll calculation, statutory reporting, tax preparation support, and coordination with relevant government authorities, while ensuring confidentiality, data security, and compliance with all applicable laws and WWF internal policies.

B. OBJECTIVE

To appoint a professional payroll service provider to manage and support WWF’s payroll operations in Thailand, ensuring compliance with legal requirements, accuracy of employee compensation, and effective coordination with government authorities.

C. SCOPE OF WORK

1. Payroll Calculation

The Supplier shall perform payroll calculations, including but not limited to:

1.1 Calculation of monthly salary, social security contributions, workmen’s compensation, personal income tax, and withholding tax

1.2 Calculation of overtime, diligence allowance, and other variable employee incomes (if any)

1.3 Calculation of 13 Salary months

2. Payroll Data Processing

2.1 Importing salary and other income data into the payroll system

2.2 Managing payroll data accurately and securely

3. Monthly Payroll Reports

The Supplier shall prepare and submit monthly payroll reports as requested by WWF, including:

3.1 Standard Reports (Supplier’s Standard Template)

• Pay slip

• Summary payroll report by individual

• Summary payroll report by department / cost center

• PND 1

• Social Security Contribution Report (Sor Por Sor 1-10 Part 1)

• Social Security Report Attachment (Sor Por Sor 1-10 Part 2)

• Resigned Employee Reporting Form (Sor Por Sor 6-09)

• New Employee Reporting Form (Sor Por Sor 1-03 or Sor Por Sor 1-03/1)

3.2 Special Reports

    Customized or ad-hoc reports as requested by WWF (additional fees may apply)

3.3 Annual Payroll Reports

• PND 1 Kor

• PND 50 Bis

• Drafted PND 91

• Kor Tor 20

3.4 Submission to Government Authorities

The Supplier shall support and/or submit payroll-related payments and documents to the relevant government authorities, including:

• Monthly submission of PND 91 and employee tax payments

• Monthly submission of resigned and new employee reporting forms

• Monthly submission of Social Security Contribution Reports (Sor Por Sor 1-10 Parts

   1 and 2) and related payments

• Annual submission of Kor Tor 20

3.5 Payroll Payment Approval

The Supplier shall prepare payroll summaries and coordinate with WWF for review and  

approval prior to salary disbursement.

D. ROLES AND RESPONSIBILITIES

Supplier Responsibilities The Supplier shall:

• Deliver payroll services accurately and in compliance with applicable laws and

   regulation

• Maintain confidentiality and security of all employee personal data

• Submit reports and statutory documents within agreed timelines
