1. Background and Project Context
Koh Tao is a premier tourism destination facing significant land resource constraints and a continuous increase in waste volume. A critical challenge in the local waste stream is the management of Expanded Polystyrene (EPS), primarily originating from protective packaging and equipment cushioning. Due to its high volume and low density, EPS poses severe logistical challenges for storage and off-island transportation.
In alignment with Circular Economy principles and to mitigate the landfill crisis, this project aims to procure a specialized thermal processing system. The equipment will transform bulky EPS waste into high-density processed material, ensuring efficient resource recovery and optimizing maritime logistics.
2. Objectives
· To procure a high-efficiency processing machine specifically designed for Expanded Polystyrene (EPS) including industrial protective packaging and EPS storage, shipping, and food containers.
· To reduce the volume of EPS waste through professional densification, lowering long-term transportation and storage costs.
· To ensure environmental and occupational safety through integrated pollution and odor control systems.
· To empower local personnel with the technical skills required for safe and sustainable machine operation.
3. Scope of Work
The successful bidder shall be responsible for the following:
· Supply and Delivery: Management of all logistics, including maritime transport, to deliver the equipment to the Koh Tao Community Waste Management Center within 25-30 calendar days.
· Installation and Commissioning: Full system setup and performance verification testing (Commissioning) to ensure operational stability within the local infrastructure.
· Documentation: Provision of technical manuals and safety guidelines.
4. Technical Specifications
The proposed equipment must meet or exceed the following requirements:
· Target Material: Expanded Polystyrene (EPS), including industrial protective packaging and EPS storage, shipping, and food containers.
· Operating System: Thermal Melting technology capable of converting high-volume EPS into High-Density EPS Ingots (processed plastic blocks).
· Power System Flexibility: The bidder must propose equipment compatible with the site’s electrical constraints. Options may include:
o Single-Phase system (220V / 50Hz).
o Three-Phase system (380V).
o Requirement: The proposal must clearly state the Peak Power Consumption and Start-up Current (Amperage) to ensure compatibility with the local grid capacity.
· Environmental Safety Management: The bidder shall propose a suitable method or system for managing fumes and odors generated during the thermal melting process. This may include integrated filtration, recommended external ventilation setups, or equivalent mitigation measures to ensure a safe working environment and minimize local impact.
· Production Capacity: A minimum processing rate of 50 – 100 kg per hour (optimized for the proposed power configuration).
· Safety Features: Equipped with an easily accessible Emergency Stop button, motor overload protection, and an enclosed feeding hopper to prevent the scattering of foam debris.
5. Delivery and Installation Timeline
The contractor must complete the supply, delivery, installation, and staff training within 25-30 calendar days from the date of contract signing.
6. Payment Terms
The contract value shall be divided into two (2) installments:
· First Installment (50%): Payable upon contract signing and official confirmation of equipment procurement/production.
· Final Installment (50%): Payable upon successful delivery, installation, commissioning, and completion of the operational training session.
7. Acceptance Criteria
· Successful conversion of Expanded Polystyrene (EPS) waste into high-density ingots during the performance test.
· Verification of the proposed fume and odor mitigation measures, ensuring that operational safety and environmental impacts are managed according to the accepted proposal.
· Demonstration of stable electrical performance under the site’s provided power conditions (Single-phase or Three-phase as per the accepted proposal).
· Completion of the operational training program and delivery of comprehensive user manuals.
