Procurement, Supply, Installation, and Commissioning of a Commercial Dishwashing System – Koh Tao

1. Background

Koh Tao is a significant tourism destination facing critical land resource constraints and a continuous increase in waste volume. To support community-led waste management and promote a Circular Economy, the project has provided support for reusable plastic containers (such as cups, plates, and bowls) as a key component of the campaign to reduce single-use plastics. These reusable alternatives are intended to be fully utilized during various events and festivals on the island to promote sustainable practices, raise environmental awareness, and tangibly decrease single-use plastic waste generation.

To facilitate the efficient cleaning and sanitization of these reusable containers, as well as glass bottles and other circular materials, the project requires the procurement of a high-efficiency commercial dishwasher to be installed at the Community Waste Management Center on Koh Tao. This equipment will ensure that resources are safely and rapidly returned to the system, leading to a measurable reduction in waste sent to landfills and enhancing the operational agility of local community initiatives.

2. Objectives

· To procure a high-efficiency, durable commercial dishwasher suitable for operation within an island environment.

· To reduce cleaning time, lower operational costs, and minimize water and energy consumption compared to manual washing.

· To elevate hygiene standards in the management of circular materials and reusable packaging.

3. Scope of Work

The successful bidder shall be responsible for the supply, delivery, and installation of the commercial dishwasher at the designated site, covering the following:

· Safe transportation and delivery of the equipment to the installation site on Koh Tao.

· Site survey and technical advisory on utility preparation (water inlet, drainage, and electrical systems) prior to installation.

· Professional installation and connection to the provided utility points.

· System testing (Commissioning) to verify operational performance and safety.

· Comprehensive training on operation and basic maintenance for the designated operators.

· Provision of warranty and after-sales support as specified.

4. Technical Specifications

The proposed equipment must meet or exceed the following minimum specifications:

· Equipment Type: Commercial Hood Type (Pass-through) or Door Type Dishwasher.

· Throughput/Capacity: Minimum washing capacity of 40 – 60 racks per hour.

· Rack Size: Compatible with international standard racks (approx. 500 x 500 mm).

· Wash Programs: At least 2-3 selectable cycles (e.g., Short, Standard, Intensive), with the fastest cycle ranging between 60 – 120 seconds.

· Water Consumption: Rinse water consumption not exceeding 3.0 liters per rack.

· Temperature Control: Integrated boiler/heater capable of maintaining a wash temperature of at least 60°C and a final rinse temperature of at least 80°C for sanitization. (Note: Recovery time between cycles may be longer depending on the electrical supply)

· Construction & Material: Main chassis, wash tank, and spray arms must be made of food-grade stainless steel (e.g., SUS 304 or equivalent) for high durability against corrosion and marine/salt-air environments.

· Control System: User-friendly control panel, moisture-resistant and designed for heavy-duty use.

· Detergent System: Integrated or pre-installed automatic detergent and rinse aid dispensers.

· Electrical Requirements: Compatible with 220V / 1 Phase / 50Hz OR 380V / 3 Phase / 50Hz, depending on the specific site’s power infrastructure.

5. Delivery and Installation

· Delivery Period: The contractor must complete delivery and installation within thirty (30) days from the date of contract signing.

· Pricing: Proposed price must be all-inclusive, covering equipment costs, accessories, logistics/shipping to the installation site, and all installation expenses.

6. Warranty and After-Sales Service

· Warranty Period: Minimum of twelve (12) months from the date of final acceptance, covering both parts and labor.

· Technical Support: The contractor must provide a 24-hour remote support channel for troubleshooting and have a clear plan for onsite service or spare parts delivery to Koh Tao.

7. Payment Terms

The payment shall be divided into two (2) installments as follows:

· First Installment: 50% of the total contract value upon contract signing and order confirmation.

· Final Installment: Remaining 50% of the total contract value upon successful delivery, installation, commissioning, training, and final inspection/acceptance.

8. Budget

· Inclusive Expenses: The proposed price must be comprehensive, including the equipment cost, installation fees, transportation and travel expenses to the installation site, Value Added Tax (VAT), and all other applicable costs without any hidden charges.

9. Deliverables

· Equipment: Commercial Dishwasher (Hood Type or Door Type) with standard accessories (including at least 2 wash racks and standard water inlet/outlet connection hoses).

· Documentation: User manuals, daily maintenance guides, basic troubleshooting instructions (in Thai or English), and official warranty certificates.

· Training: Basic instruction for designated personnel covering operational procedures, daily cleaning, and safety protocols (can be conducted on-site during installation, or provided via comprehensive online sessions/video guides).

10. Acceptance Criteria

· Successful installation and demonstration of the equipment’s functionality at the designated site.

· Verification that the equipment meets all technical specifications, particularly regarding temperature and cleaning efficiency.

· Completion of operator training and delivery of all required documentation.
