Construction and Renovation of Waste Storage Buildings at Bang Rak, Kapang Surin, and Khok Khan Communities

1. Background and Objectives

The WWF Thailand is currently implementing the Project on Reduction, Sustainable Design, and Recycling of Plastic Packaging to Prevent Marine Debris (MA-RE-DESIGN). The primary objective is to prevent the leakage of plastics and solid waste into marine and aquatic environments by promoting waste management throughout the value chain according to Circular Economy principles. This includes reducing usage, improving packaging design, and elevating waste management systems in target areas.

To achieve these objectives tangibly at the local level, the project has assessed the target areas and identified that the Bang Rak, Kapang, and Khok Khan communities possess the potential and commitment to manage and separate waste at the source. Therefore, supporting them with proper, standardized infrastructure for storing separated waste will serve to “empower” and strengthen these communities. This infrastructure will build upon their existing capabilities, elevating their solid waste management to be more systematic, correct, and safe.

Consequently, the MA-RE-DESIGN project is supporting the development of this infrastructure. This includes the construction of new waste storage buildings in the Bang Rak and Kapang Surin communities, and the renovation and height extension of an existing waste storage building in the Khok Khan community, ensuring each area has an efficient waste collection point. This Terms of Reference (TOR) has been developed to serve as the standard criteria and requirements for hiring a contractor to execute the construction and renovation work according to the architectural and engineering standards specified by the project.

2. Scope of Work and Technical Specifications

2.1 Bang Rak Community Waste Storage Building (New Construction)

· Dimensions: Width not less than 6.00 meters and length not less than 8.00 meters.

· Structural Work: Use steel box columns sized not less than 100x100x2.3 mm and steel box purlins/framework sized not less than 1 1/2″ x 1 1/2″ x 1.5 mm.

· Flooring: Reinforced concrete (RC) floor with a smooth finish, at an elevation not lower than +0.20 meters.

· Wall Work: Plastered brick wall height not less than 0.90 meters; the remaining upper section enclosed with Metal Sheet thickness not less than 0.35 mm.

· Roofing Work: Roof and side flashing using Metal Sheet thickness not less than 0.35 mm.

· Doors: Sliding steel door.

2.2 Kapang Surin Community Waste Storage Building (New Construction)

· Dimensions: Width not less than 6.00 meters and length not less than 8.00 meters.

· Structural Work: Use steel box columns sized not less than 100x100x2.3 mm and steel box purlins/framework sized not less than 1 1/2″ x 1 1/2″ x 1.5 mm.

· Flooring: Reinforced concrete (RC) floor with a smooth finish, at an elevation not lower than +0.20 meters.

· Wall Work: Brick wall height not less than 0.90 meters; the remaining upper section enclosed with Metal Sheet thickness not less than 0.35 mm.

· Roofing Work: Roof and side flashing using Metal Sheet thickness not less than 0.35 mm.

· Doors: Sliding steel door covered with a steel plate thickness not less than 1.5 mm.

2.3 Khok Khan Community Waste Storage Building (Renovation and Height Extension)

· Dimensions: Maintain the original footprint with a total front width of not less than 7.10 meters (divided into 3.90m and 3.20m sections) and a depth of not less than 15.00 meters.

· Structural Work (Height Extension):

o Extend the structural columns to achieve a maximum building height (at the front) of not less than 4.00 meters, featuring a single-sloped roof design (front-high, back-low).

o Use steel box columns sized not less than 100x100x2.3 mm and steel box purlins/framework sized not less than 1 1/2″ x 1 1/2″ x 1.5 mm.

· Wall Work:

o Retain the existing brick wall (approximately 0.90 meters high).

o Completely replace and install new steel wire mesh walls, adjusting the height to align with the newly extended building height as specified.

o Enclose the remaining upper sections up to the roof level with Metal Sheet thickness not less than 0.35 mm and 0.40 mm.

· Roofing Work: Dismantle the existing roof and install a completely new roof and side flashing using Metal Sheet thickness not less than 0.35 mm.

· Doors: Install folding steel gates.

3. Timeline

The contractor must commence work immediately upon contract signing and complete all deliverables entirely by June 3, 2026 (Total project duration: April 20, 2026 – June 3, 2026).

4. Payment Terms

The employer agrees to pay the contractor a lump-sum amount, divided into three (3) installments as follows:

· Installment 1 (30% of contract value): Payable upon the successful signing of the contract, serving as an advance payment for material procurement and site mobilization for all 3 locations.

· Installment 2 (40% of contract value): Payable upon the completion of the main structural work for all 3 locations by May 12, 2026, and subject to formal inspection and approval by the WWF Thailand inspection committee. The deliverables for this installment include:

o Bang Rak & Kapang: Completion of the RC floors (smooth finish), installation of steel columns and roof framing, and completion of brick walls (height >= 0.90m).

o Khok Khan: Completion of steel columns and roof framing for the height extension on the existing structure, and installation of the new steel wire mesh walls according to the TOR specifications. (The employer will process the payment for Installment 2 within May 22, 2026).

· Installment 3 (Final Payment – 30% of contract value): Payable upon 100% completion of all work according to the specifications and requirements in this TOR, which includes:

o Installation of all Metal Sheet roofing and flashing.

o Installation of Metal Sheet walls for all locations.

o Installation of sliding steel doors and folding steel gates.

o Final defect rectification, general tidying, and site cleaning prior to handover for all 3 locations. The contractor must deliver the completed work for the final committee inspection by June 4, 2026. The employer will process the final payment to the contractor within June 19, 2026.

5. Required Proposal Details

5.1 Construction Plan and Methodology

· A detailed explanation of the approach to executing the construction and renovation work across all 3 sites.

· Site management strategies, including the dismantling process (for Khok Khan), material storage, and safety measures during construction.

5.2 Construction Schedule (Timeline)

· A step-by-step breakdown (e.g., Gantt Chart) from commencement to final delivery.

· Clear timeframes and milestones that strictly align with the 3 payment installments specified in the TOR.

5.3 Financial Proposal and BOQ (Budget)

· Bill of Quantities (BOQ): A detailed itemized breakdown of all costs, including material costs, labor costs, overhead, and profit. The total proposed budget must be inclusive of VAT.

· Requirement: The BOQ must be separated into three distinct sections representing the 3 project locations (Bang Rak, Kapang, and Khok Khan) for accurate evaluation.

5.4 Company Profile and Past Performance

· General Information: Company background, key personnel, and contact details.

· Required Official Documents:

– Copy of the Company Registration Certificate (recently updated).

– Copy of the Value Added Tax (VAT) Registration Certificate (P.P.20).
