1. Background
Trang Municipality has signed a Memorandum of Cooperation under the Plastic Smart Cities (PSC) project with the World Wide Fund for Nature (WWF Thailand) to implement the “MA-RE-DESIGN” project. This collaboration aims to execute measures to reduce the volume and impact of plastic waste, including preventing waste leakage from communities into the ocean and natural ecosystems. To ensure efficient waste management at the source and align with environmental impact reduction goals, WWF Thailand intends to procure 10 units of hazardous waste cabinets for delivery to Trang Municipality. These will be installed to serve the public, enhancing the capacity for hygienic and safe separation and collection of hazardous waste.
2. Objective
The objective is to support efficient hazardous waste management by addressing the shortage of collection points in community areas. This initiative will help reduce contamination and the leakage of hazardous and plastic waste into the environment.
3. Technical Specifications
3.1. Structural Characteristics
– Dimensions: Minimum width of 1.20 meters, depth of 0.80 meters, and total height (including the gabled roof) of 1.80 meters.
– Main Structure: Constructed from high-quality steel or anti-rust metal, ensuring durability for outdoor installation.
– Roof: Gabled roof design for effective rainwater drainage, made from materials resistant to sunlight and rain.
3.2. Internal Compartments and Capacity
The cabinet must be divided into at least 4 internal compartments for waste separation, each equipped with a waste container or bin with the following minimum capacities:
– Top Left: Compartment for batteries and mobile device waste.
– Middle Left: Compartment for spray cans and chemical containers.
– Bottom Left: Compartment for larger batteries and electrical/electronic equipment.
– Right Side: Tall compartment designed for various types of light bulbs/fluorescent tubes.
3.3. Access and Locking System
– Front: Designated openings for waste disposal corresponding to the categories in section 3.2.
– Sides: Both side panels must be openable for waste removal, equipped with latches and compatible with U-locks for secondary security.
– Rear: Solid wall construction.
3.4. Markings and Aesthetics
– Cabinet Colour: The steel structure and panels must be treated with anti-rust primer and finished with high-quality orange paint.
– Graphics and Text: High-visibility graphics and text in the language(s) specified by the agency must be applied near disposal openings. The icons and corresponding text (e.g., for Batteries, Spray Cans, Electronics, and Light Bulbs) shall follow the design approved by the agency.
– Header Branding:
· Trang Municipality Logo (minimum 20 cm diameter) located under the gabled roof.
· Title text (e.g., “Hazardous Waste Collection Cabinet”) and project logos (WWF and Plastic Smart Cities) in the language(s) and positions as required by the agency.
4. Bidder Qualifications
– Must be a juristic person professionally engaged in the sale or manufacturing of the petitioned supplies.
– Must be able to provide samples or detailed shop drawings before production upon request.
5. Warranty and Delivery
– Product Warranty: Minimum 1-year warranty covering structure and paint quality under normal usage conditions.
– Delivery: Must be delivered and installed at designated locations within the Trang Municipality area.
