WWF Thailand is seeking to recruit experts or consultants (individuals or firms) to design, develop, and
implement an enhanced patrol and threat monitoring system based on the Network-Centric Operations (NCO) concept.
This project aims to integrate SMART Connect as a central intelligence platform with TAK (Team Awareness Kit) for tactical command and control, enabling real-time connectivity between sensors, command personnel, and field patrol teams. The integration is expected to enhance threat prevention effectiveness, strengthen ranger safety, and support the sustainable conservation of natural resources.
Scope of Work (Summary)
The selected expert/consultant will be responsible for:
Designing and developing a Network-Centric Operations (NCO) system
Installing and configuring SMART Connect and TAK Server
Integrating data from camera traps (NCAPS), unmanned aerial vehicles (UAVs/drones), GIS map layers,
and field communication systems
Developing a real-time ranger location tracking system (Blue Force Tracking)
Supporting system testing, emergency simulations, and performance optimization
Conducting training, knowledge transfer, and developing Standard Operating Procedures (SOPs)
Project Duration 12 months
Qualifications Applicants should have:
Experience in Command and Control (C2) systems, TAK, or similar platforms
Expertise in network systems, Geographic Information Systems (GIS), or field system integration
At least 3 years of relevant professional experience
Ability to work closely with field-based teams in remote or rugged environments
Proven capacity to conduct training, knowledge transfer, and prepare technical documentation
