1. Rationale
The operational area for waste collection on Koh Tao consists of island terrain with steep slopes. To ensure effective waste management, a high-performance vehicle equipped with a 4-wheel drive system and a dump mechanism (Dump Truck) is required. Therefore, there is a requirement to procure a waste collection vehicle according to the details specified herein.
2. Objective
To procure one (1) unit of Waste Collection Vehicle (4WD Pickup Truck with Dump Body & Heavy-Duty Suspension) within a total budget of THB 1,200,000.
3. Specifications
3.1 General Characteristics
- Type: Single Cab Pickup Truck (2-door).
- Drive System: 4-Wheel Drive (4WD).
- Colour: Standard factory colour.
- Steering: Right-hand drive with power steering.
- Year of Manufacture: Must be a model manufactured and distributed in the current year of delivery.
3.2 Engine and Transmission System
- Engine Type: Diesel.
- Engine Displacement: Not less than 2,400 cc and not exceeding 2,800 cc.
- Transmission: Manual Transmission.
- Drive System: 4WD with Differential Lock or equivalent system.
- Fuel Tank Capacity: Between 60 – 100 liters.
3.3 Chassis, Suspension, and Safety System
- Braking System: Front disc brakes and rear drum brakes, or according to the manufacturer’s standard.
- Suspension Modification (Heavy Duty):
- Rear Axle: Installation of a Floating Axle system to support heavy loads.
- Springs & Shocks: Reinforced leaf springs and heavy-duty shock absorbers (capable of supporting a load of 3-5 tons) to ensure stability on steep terrains.
- Certification: The suspension modification must be certified by a licensed professional engineer.
- Wheels & Tires: Alloy or Steel wheels, rim size not less than 16 inches, equipped with Heavy-Duty tires or All-Terrain Tyres (e.g., size 265/75R16 or equivalent) suitable for rough terrain.
- Safety Features: Must include Dual Front Airbags, Anti-lock Braking System (ABS), Electronic Brake-force Distribution (EBD), and Stability Control System.
3.4 Control Equipment and Modification (Dump Truck)
- Dump Mechanism: Installation of a dump body operated by an Engine-Driven Hydraulic System (PTO) or Transmission PTO, providing high durability for continuous heavy use.
- Body Structure:
- Reinforced structure with sideboards (2 or 3 rails/bars) or appropriate high sides.
- Total capacity of not less than 2.5 cubic meters.
- Side Steps: Installed on both left and right sides of the dump body for operational convenience.
- Control Unit: Installed inside the cabin or provided as a wired remote control accessible from the driver’s seat.
- Safety Features: Must include a safety valve to prevent the body from falling accidentally and a safety prop for maintenance purposes.
- Warranty: Warranty for the modification work, dump system, and suspension parts for a period of not less than 1 year.
3.5 Standard Equipment and Others
- Door visors (Left and Right).
- Rear bumper (if compatible with dump mechanism).
- Window film installation according to regulations.
- Rubber floor mats (1 set).
- Spare tire (1 set).
- Vehicle tool kit with jack (1 set).
- Factory standard audio system.
- Compulsory Motor Insurance (CMI).
- Voluntary Motor Insurance (Type 1).
- Registration: The vendor must handle the vehicle registration as a “Dump Truck” correctly and include the engineer’s certification for all modifications in the registration book.
4. Bidder Qualifications
- Must be a legally registered juristic person.
- Must be capable of immediate delivery or delivery within the timeframe specified in the contract.
- Must be able to provide after-sales service and spare parts conveniently.
- The bidder must be an authorized dealer appointed by the manufacturer or an authorized distributor in Thailand.
5. Warranty
- Vehicle Warranty: According to the manufacturer’s standard, not less than 3 years.
- Modification Warranty: Warranty for the dump body modification and hydraulic system, not less than 1 year
6. Budget
- The total budget shall not exceed THB 1,200,000 (One Million Two Hundred Thousand Baht).
- This price is inclusive of Value Added Tax (VAT), vehicle registration fees, and other relevant expenses.
