Technical Coordinator Consultant – MA-RE-DESIGN Project

1. Background of consultancy assignment
WWF-Thailand implements the regional project “Marine Litter Prevention through Reduction, Sustainable Design and Recycling of Plastic Packaging (MA-RE-DESIGN)” under the Plastic Smart Cities framework with support from GIZ and WWF Germany.
The project aims to reduce plastic leakage into the marine environment, strengthen local waste-management systems, and promote a circular-economy transition through collaboration with municipalities, tourism businesses, and communities in Koh Tao and Trang.
As the project moves into its intensive implementation phase (2025–2026), several hardware installations (waste-segregation bins, compost systems, reusable stations, etc.) and behavior-change measures will be rolled out simultaneously. To ensure quality control, coordination with service providers, and smooth linkage between the Bangkok office and the field teams, WWF-Thailand seeks a Technical Coordinator Consultant to work closely with the Program Manager and Field Coordinators to support day-to-day project execution and technical supervision.
2. Objective of the consultancy
To strengthen project delivery and coordination under MA-RE-DESIGN by providing technical oversight, operational follow-up, and coordination between WWF-Thailand, service providers, and local stakeholders, ensuring timely and high-quality implementation of project measures in Koh Tao and Trang.
3. Scope of work/ Major responsibility
The Consultant will work under the supervision of the Program Manager and in close coordination with Field Coordinators, focusing on the following key tasks:
3.1 Technical and Operational Coordination
- Provide day-to-day follow-up and coordination with multiple service providers (equipment suppliers, contractors, training providers) to ensure timely and quality delivery.
- Support technical review of design specifications, installation plans, and implementation schedules for project equipment and infrastructure (e.g., waste bins, composting units, refill stations, hazardous waste storage).
- Assist in monitoring contractual deliverables against ToRs and purchase orders.
3.2 Support to Project Management
- Support the Program Manager in tracking project implementation progress against the work plan and monthly forecast budget.
- Prepare brief progress updates, field notes, and technical inputs for monthly reports.
- Assist in compiling evidence for donor reporting and communication materials (photos, case studies, data tables).
- Maintain technical documentation and databases related to procurement and installation activities.
3.3 Field Coordination and Quality Assurance
- Regularly visit project sites in Koh Tao and Trang to observe progress of implementation and provide technical feedback to field teams and contractors.
- Support Field Coordinators to liaise with municipalities, local businesses, and partners on installation and operation of systems.
- Monitor that installation meets environmental safeguard and safety standards (e.g., appropriate waste containment, drainage, and aesthetic integration in tourism areas).
3.4 Capacity and Communication Support
- Contribute technical inputs to training materials and capacity-building activities led by WWF and partners.
- Participate in planning meetings and coordination workshops with local authorities and service providers.
- Facilitate clear communication and problem-solving between Bangkok office and field teams.
- Progress report 1 by 28 February 2026 (summarizing supervision of service providers, installation progress, and field coordination Dec 2025 – Feb 2026)
- Progress report 2 by 30 April 2026 (detailing completion status of equipment installations, PSC measures, and field activities Mar – Apr 2026)
- Final report by 15 June 2026 (including summary of implementation results, lessons learned, and recommendations for scale-up)
5. Qualifications and Competencies
Education and Experience:
- Master’s degree in Environmental Science, Engineering, Environmental Management, or related field (Doctoral preferred).
- Minimum 5 years of professional experience in project implementation, environmental or waste management, or technical coordination with government or NGOs.
- Proven experience supervising contractors and service providers for small-scale infrastructure or equipment installation projects.
- Experience working with municipalities and local communities in coastal areas is highly desirable.
Skills and Competencies:
- Strong technical and organizational skills; able to handle multiple contracts and sites concurrently.
- Good understanding of circular economy, waste management, and plastic pollution issues.
- Excellent communication skills in Thai and English (verbal and written).
- Proficient in MS Office.
- Ability to work independently under tight deadlines and frequent travel to project sites.
6. Duration and Payment
Contract Period: 1 December 2025 – 15 June 2026
Total Budget: THB 385,000 (travel and accommodation costs for sites visiting will be covered by project).
Payment Schedule:
- 1st installment 30 % upon contract signed.
- 2nd installment 25 % upon submission of Progress Report 1; by Feb 28, 2026.
- 3rd installment 25 % upon submission of Progress Report 2; by Apr 30, 2026.
- 4th installment 20 % upon approval of Final Report. Within Jun 15, 2026.
7. Working Relationship
- Internal: Report to Program Manager (MA-RE-DESIGN); coordinate with Field Coordinators, Finance, Procurement, and Communication Teams.
- External: Liaise with municipalities, service providers, private sector partners, and local stakeholders in Koh Tao and Trang
