- Background of services assignment/ project
Deforestation and forest degradation result in profound ecological consequences, including habitat loss and fragmentation, altered climate regulation, increased soil erosion, water scarcity, and suboptimal management of natural resources. These impacts disproportionately affect local economies, particularly vulnerable communities. WWF Thailand, through the Forest Forward project, aims to advance Forest Landscape Restoration (FLR) and agroforestry methodologies to rehabilitate degraded ecosystems, enhance biodiversity, improve socio-economic resilience, and bolster climate adaptation across three priority landscapes in Thailand: including Mae Ping Wildlife Corridor within the Dawna Tenasserim Landscape (DTL), Northern Thailand: with emphasis on restoring forest connectivity and habitat integrity, alongside implementing forest fire mitigation strategies 2. Lower Songkhram River Basin, Northeastern Thailand: focusing on wetland-associated forest restoration and promoting sustainable community forestry management 3. Krang Krung National Park, Southern Thailand: targeting the restoration of tropical evergreen forest ecosystems.
This initiative contributes directly to Thailand’s 30×30 biodiversity conservation targets by securing approximately 60,000 hectares of critical forested landscapes and associated ecosystems. The project aims to preserve ecological connectivity and forest health across 30,000 hectares while enhancing protection and management frameworks for an additional 30,000 hectares. Within the framework of the Forest Forward project’s FLR strategic plan for the second year, intensified field engagement and provision of technical assistance will be undertaken to operationalize FLR practices collaboratively with WWF staff, governmental bodies, academic institutions, and local stakeholders.
To ensure effective implementation of these objectives, WWF Thailand seeks to engage a consultant with demonstrable expertise and contextual understanding to facilitate, advise, and co-lead FLR and agroforestry interventions within these landscapes.
2. Objective of the Services
The objective of this consultancy is to lead and support the implementation of FLR and agroforestry initiatives under the WWF Forest Forward project, in line with the project’s workplan and strategic direction, for a period of six months from July to December 2025.
3. Scope of work/ Major responsibility
The consultant will work closely with the WWF Thailand Forest team and relevant stakeholders to carry out the following tasks:
- Site Identification and Assessment
- Identify and assess suitable areas for implementing FLR and agroforestry best practices in the three project landscapes, in collaboration with local stakeholders.
- Conduct participatory consultations and mapping exercises with community and government partners.
- Capacity Building
- Facilitate trainings, workshops, and hands-on sessions on FLR and agroforestry techniques for local communities, field staff, and partners.
- Monitoring Framework Development
- Develop a framework for monitoring key ecological indicators, including native and planted species, in collaboration with academic institutions and local communities.
- Community Support for Tree Nurseries
- Provide technical guidance and mobilization support to help communities establish and manage tree nurseries, including species selection, seed collection, and nursery design.
- Restoration Planning and Design
- Support the design and planning of restoration models (e.g., mixed-species reforestation, natural regeneration assist, agroforestry systems) in coordination with local communities and other stakeholders.
- Innovation in Fire Management
- Lead the design and development of a UAV-based forest fire combatting unit, in coordination with local government agencies and WWF’s project team, to improve early detection and response, particularly in the DTL: Mae Ping Corridor landscape.
- Other Related Activities
- Contribute to reporting, documentation, and knowledge sharing on FLR implementation.
- Participate in relevant project planning meetings, field missions, and partner coordination efforts.

5. Payment Composition

5. Working Relationship
- The service provider shall coordinate with Mr. Rattaphon Pitakthepsombat rattaphonp@wwf.or.th at WWF Thailand on all matters related to this Job Order/ToR.
- Other than those indicated above, this Job Order/ToR does not create an employer-employee.
6. Qualifications, skills, knowledge and experience required
- Proven experience in implementing FLR and/or agroforestry initiatives.
- Strong understanding of landscape-based conservation and restoration approaches.
- Experience working with local communities, academic institutions, and government agencies.
- Familiarity with participatory planning and capacity-building methodologies.
- Knowledge of forest fire management technologies and tools (UAV-based systems is a plus).
- Strong communication, facilitation, and reporting skills.
- Thai language proficiency is required; English is an asset.
